This threat is mostly bluster, as even the Trump-friendly Supreme Court already stripped away his broadest tariff powers, making instant sweeping levies legally impossible. Past Section 301 investigations into European digital taxes never produced actual tariffs, just negotiating leverage. Meanwhile, the real agenda behind these trade threats is shielding Big Tech allies from accountability regulations, not helping American workers.
