The council, which describes itself as bipartisan, includes Roy Blunt, a former Republican senator and member of the Intelligence Committee; David S. Cohen, Deputy CIA Director under the Obama administration; and Patrick Shanahan, a retired Boeing executive and Acting Defense Secretary under the first Trump administration.
