The $15,000 visa bond program was a smart, cost-effective tool to stop the hundreds of thousands of visa overstays that happen every year. Removing an overstayer costs taxpayers $18,000 on average, so a refundable bond was the more humane and fiscally responsible solution. High-risk countries have earned stricter scrutiny, and this program had placed real accountability behind visa enforcement.
