Record ICE arrest numbers look tough on paper, but the data tells a different story — only about one in three people arrested during Trump's second term had a prior criminal conviction, near a historic low. As arrests surged, the share of those with convictions dropped sharply, meaning enforcement is sweeping up far more people without criminal records than the public-safety framing suggests. That's a fundamental mismatch between the rhetoric and the reality.
