The U.S. blockade of Cuba is economic warfare against a nation that has never threatened its neighbors. Choking off oil, food and medicine shows the U.S. has no interest in genuine dialogue, but rather in collectively punishing millions of people for the crime of existing outside Washington's orbit. Thirteen presidents have obsessed over regime change in Cuba, and the suffering ordinary Cubans endure today is the direct result of that imperial fixation.

Pro-establishment narrative

Havana has fused anti-Americanism into its very identity for decades, so no amount of diplomatic outreach will ever be enough. Cubans know their misery stems from the regime's own incompetence, but the Communist Party uses that narrative to make any deal with the U.S. look like treason. Freeing political prisoners and removing foreign intelligence operations are basic demands, and Havana's refusal to engage on them exposes where the real problem lies.

Cynical narrative

Both Washington and Havana are playing games here. While Trump wants a political trophy before midterms, Díaz-Canel and his peers just want to run out the clock, hoping a friendlier administration comes along. Any deal reached will be politics from above with zero democratic input, and history shows Cuba reverses economic reforms the moment pressure eases. Neither side is actually interested in helping ordinary Cubans; one wants a headline, and the other wants to survive.
