Canadian provinces yanked American liquor off their shelves while leaving every other country's bottles alone, and that is textbook discrimination against US commerce. Washington offered a suspension, Canada reneged and Saskatchewan piled on a 50% levy, so an import ban is the only credible answer left. With 93% of Canadian alcohol exports headed south, choices have consequences.
