The priority is lawful return and repatriation while protecting unaccompanied minors and asylum seekers. Spain's botched response to the Ceuta crisis exposes a government in total disarray — two senior ministers publicly contradicted each other over whether intelligence warnings were ignored, while 70,000 migrants flooded the enclave. Sánchez's amnesty promises and court rulings stripping deportation powers created the conditions for this surge. Ceuta's residents are scared, public services are collapsing and the government still can't get its story straight.

Europe has allowed migration to become a geopolitical weapon, and Ceuta shows the price. Seventy thousand people do not cross a heavily guarded border in two days simply because Morocco lost control. Rabat has used border pressure as leverage before, turning migrants into human ammunition. Speculation over beneficiaries — from Morocco to Israel and Europe's far right — shows its destabilizing power. Europe created the vulnerability; others exploit it.
