The proposed memorial would be situated in a public park directly across from the Chinese Embassy in Washington, D.C. The bill caps taxpayer funding at $500,000 while allowing private donations to cover remaining costs.

The memorial's educational elements would cover human rights abuses spanning from Mao Zedong's rule to the 1989 Tiananmen Square crackdown, the 2020 pro-democracy arrests in Hong Kong and the treatment of Uyghurs in Xinjiang, which the U.S. government has designated as genocide.
