U.S. citizen and DINA operative Michael Townley assembled the bomb and placed it under Letelier's vehicle. Townley was extradited to the U.S. in 1978, where he confessed to his role in the attack and later entered witness protection after cooperating with investigators.

In 1993, Contreras and Espinoza were convicted in Chile for ordering and carrying out Letelier's assassination. A 1987 CIA assessment cited by Secretary of State George Shultz in a memo to President Reagan concluded there was "convincing evidence" that Pinochet personally ordered the killing.

Chile's Santiago Appeals Court reopened the Moffitt case after initially closing it, ruling that the investigation should proceed because those responsible were Chilean nationals. The U.S. State Department released newly declassified documents related to the case at a ceremony marking the 40th anniversary of the killings in 2016.
