The Spin

The Commission's use of emergency powers was absolutely necessary given the deteriorating security situation since early 2025. Europe faces unprecedented geopolitical challenges that demand swift action to strengthen defense capabilities.

The Commission's use of emergency powers was absolutely necessary given the existential security situation Europe currently faces. Article 122 exists precisely for these exceptional circumstances where swift action is required. Delaying critical defense investments through lengthy parliamentary procedures would undermine Europe's ability to respond to urgent threats.

Parliament's democratic role cannot be sidestepped simply for speed when €150 billion is at stake. The emergency clause was misused since proper legislative procedures exist for urgent matters.

Von der Leyen's use of Article 122 is undemocratic overreach. Emergency powers aren't meant for routine defense policy, while sidelining elected representatives and concentrating executive power threatens EU institutional balance and erodes citizen trust in European democracy. If SAFE is to be passed, it must be done so through the proper channels.
