Venezuela Plans Amnesty Bill, Closure of Notorious El Helicoide Prison
Does this expose regime crimes, heal wounds and restore justice or is it merely a strategy by interim authorities to entrench their hold on power?

Pro-Trump narrative
Rodríguez proposing an amnesty is an admission that Chavismo persecuted the opposition and kidnapped people for their political beliefs, and the closure of El Helicoide proves the prison was actually a torture center. U.S. President Donald Trump has forced the regime to expose decades of criminal behavior under the guise of governance, vindicating millions of Venezuelans.
Establishment-critical narrative
The General Amnesty Law will hopefully repair wounds from far-right political violence since 1999, while restoring justice and promoting peaceful coexistence among Venezuelans. This measure follows the spirit of Chávez and Maduro's previous amnesty efforts to build national peace, and excludes those responsible for serious crimes such as human rights violations, drug trafficking and homicide.
Pro-establishment narrative
Venezuela’s interim authorities are pushing for a broad amnesty bill for political prisoners, but this move actually looks more like a tactic to placate foreign pressure than real justice. Key Maduro loyalists in power are untrustworthy: prisoner releases remain slow, selective repression persists and it's unclear who will benefit from amnesty and when.
