Shutting the strait and stacking up preconditions solves nothing when a resolution is already available. Washington is open to talking at the U.N. General Assembly if the conversation can actually lead somewhere positive. The bottom line has not moved: Iran can never have a nuclear weapon, and talking beats blockades.
