While polls show that the majority of Ukrainians support the idea of a referendum on any deal agreed with Russia, current law dictates that referendums, as well as elections, are prohibited under martial law. This is because it is impossible to guarantee a fair vote while the country is in conflict given that large portions of the population — including those in the armed forces, in combat zones or those who have fled to third countries — would likely be unable to participate.
If Russia is to sign peace agreements with Ukraine, it is important for them to be signed in the proper legal framework and with someone who would be considered a legitimate representative of Ukraine. As things stand, that person cannot be Zelenskyy as he has already exceeded his presidential term by more than a year. Russia cannot risk a situation where the next leader of Ukraine does not recognize the agreements, arguing that they lack legal validity.
