Samsung and SK Hynix are playing Washington, using Chinese equipment talks as leverage to unlock licenses for U.S. tools — not a genuine shift in suppliers. The U.S. Commerce Department has a clear path here: any fab mixing Western and Chinese equipment should lose access to controlled tools entirely. Export controls aren't failing; the only real failure would be refusing to enforce them.
