Medicaid dollars belong to vulnerable Americans, not to states running unchecked spending programs. California's in-home care costs exploded far beyond national trends, and Minnesota already had providers flagged over integrity concerns, so this is basic accountability. Deferring payments until states prove compliance is exactly how responsible government is supposed to work.
