Somalia's government is confronting yet another attempt by political elites to bypass constitutional processes and pursue power through force. As the country is fighting Al-Shabaab and expanding state authority, armed opposition groups have chosen confrontation over dialogue, putting civilians and stability at risk. No democracy can function if political disputes are settled through militias, street violence or threats of a coup rather than constitutional processes.
President Hassan Sheikh Mohamud's decision to remain in office beyond his May term expiry has triggered Mogadishu's worst violence in years, with mortar fire hitting civilian areas and thousands of troops deployed against opposition militias. The March constitutional changes extending presidential and parliamentary terms from four to five years lack consensus and amount to a power grab. The U.N., U.S. and others have condemned the violence sparked by the political crisis.
