White phosphorus serves legitimate military purposes including creating smokescreens and illuminating battlefields, and Israel issued evacuation warnings hours before deployment in Yohmor on March 3. The substance's lawful tactical applications cannot be dismissed simply because advocacy groups label all uses as violations. Military operations against Hezbollah require effective obscurants to protect forces operating in hostile territory.
