Public trust in policing is fundamental and must be rebuilt after Project South. The arrests demand a full, independent review to uncover how a small number of officers were able to abuse their positions. It must be pointed out, however, that this scandal does not define the Toronto Police Service, as the overwhelming majority of officers serve with integrity and professionalism. Accountability means rooting out corruption without smearing an entire force that protects the public every day.

Establishment-critical narrative

This scandal reveals systemic rot under Chief Demkiw, appointed by Mayor Chow, and may be only the tip of the iceberg. When officers can access confidential databases to facilitate shootings, extortions and murder plots without detection, leadership has catastrophically failed. The public cannot trust the force until Demkiw resigns and a full, independent review uncovers the depth of corruption and prevents further infiltration of the Toronto Police Service.
