Trump is well within his rights as president to put a halt to this project. Offshore wind is an intermittent source that's not a substitute for baseload power, which is what the United States needs to meet its energy needs. Fossil fuels are the way to go.

Democratic narrative

Regardless of its reasoning, the Trump administration's decision to halt this project is going to lead to higher energy costs for residents of these states and also a large loss of jobs. Rhode Island has been banking on being an offshore wind hub, and now the administration is illegally hampering that goal.
