Many countries have expressed openness to third-country deportations, and sending a strong, no-nonsense message is the only way to rectify the crisis at the border. Trump's methodical policy is popular and effective.

This decision to send migrants to Libya, one of the unstable and conflict-wracked nations on earth, is another dark stain on the Trump administration and this country.
