The Facts

  • Libya's internationally-recognized Government of National Unity (GNU) said in a statement that one of its ministers, State Minister of Cabinet Affairs Adel Juma, survived an assassination attempt in the capital Tripoli on Wednesday.

  • According to unverified reports, Juma was on a highway in western Tripoli when gunmen opened fire on his vehicle. More than a dozen bullets are said to have hit his car, with two causing injuries to his legs.

  • He was rushed to the Abu Salim Hospital after the attack and is believed to have undergone emergency surgeries on his feet. Juma is in stable condition and looks relatively well in photos posted on social media.

The Spin

Narrative A

The Tripoli-based Presidential Council won't spare any effort to track down and bring to justice those behind this assassination attempt. This was an attack against Juma as well as an attack against Libya's rule of law, security, and stability.

Narrative B

This is no isolated incident in Libya as the Tripoli-based government has allowed armed groups to operate with impunity and control state institutions as long as Abdul Hamid Dbeibah has remained in office. The security situation in Libya won't be any better until the country stops being a de facto militia state.
