In a letter obtained by the Associated Press, the Scorpions faction of the Gulf cartel based in Matamoros, Mexico on Thursday issued an apology to the four Americans who were kidnapped, their families, and the bystander who was killed during the kidnapping. The letter also contained an image of five cartel members who reportedly acted of their own volition in executing the crimes.
The letter also said the cartel "strongly condemns the events of Fri. March 3...and for this reason, we have decided to hand over those involved and directly responsible for the events who at all times acted under their own determination and indiscipline and against the rules..." US officials who analyzed the letter believed it to be legitimate.
Mexican authorities can’t handle their own business adequately, and things only got done when the US started saber rattling. It’s obvious that Republicans’ calls for US military intervention in Mexico scared the cartel into turning over these suspects. The cartels will now think twice before interfering with the US on either side of the border.
As the letter from the cartel explains, these crimes were carried out by rogue actors. US politicians should not be using the Mexican government as fodder for its propaganda, and even hinting at military action that would violate Mexico’s sovereignty is unacceptable. It will be difficult for Mexico to continue to work with the US on border policy if this is the way the US is going to think.
