Opening FIFA's governance up to an independent external review is exactly the reckoning football needed after a secret plan to sell off a fifth of the World Cup's commercial rights nearly went through. Member associations deserve a real vote on major strategic moves, not letters explaining decisions after the fact. And with $6 billion sitting in reserves, there was never any need to hand private investors a slice of the game.
A review commissioned by the same leadership that pushed the stake sale is damage control dressed up as reform, arriving conveniently before an election campaign. The plan only died because it leaked, and calling it "just a proposal" ignores how far it traveled before anyone outside the inner circle heard about it. Confederations representing Europe, Asia and the Americas have asked for a change at the top, and that is the only fix worth having.
