Bombing every militant faction with the same blunt approach just multiplies enemies instead of isolating the real threat. Pakistan needs a smarter strategy: talk to the groups willing to talk, isolate the hardliners waging war and press Kabul to stop attacks launched from Afghan soil. Federal and provincial authorities owe Khyber Pakhtunkhwa urgent legal and political action to break this cycle of violence.
