Signing trade deals with Kigali while Rwandan troops back M23 fighters tearing through eastern Congo sends exactly the wrong signal. Cities have fallen, thousands are dead and parallel administrations have been planted on Congolese soil. Business as usual rewards an army that the Security Council told to withdraw without preconditions.

Isolating Rwanda has never worked, and sanctions have done nothing to disarm the FDLR militia that keeps dragging the region back into war. Partnerships in logistics, dry ports, energy and aviation build the prosperity that actually makes peace stick. Oman's Vision 2040 diversification and Kigali's gateway to East Africa are a win for both sides.
