Nepal's suffering is real, but a flood in a Himalayan valley doesn't turn neighbors into defendants. Loss and damage funding under the UN framework rests on vulnerability and need, not liability, and lumping India's low per-person emissions in with the biggest historical polluters empties historical justice of meaning. Better to share glacier data, warnings and aid than to invent a debtor.

Carbon carries no passport, and Nepal is paying with more than 1,344 lives for emissions it never produced. The world's giant emitters melted these glaciers, and the International Court of Justice has already confirmed that breaching climate obligations carries a duty of full reparation. This is justice owed under the polluter pays principle, not charity handed down to a small mountain nation.
