More than 100 speakers testified during the meeting, which lasted over eight hours, with the majority opposing the cuts. Voting rights advocates, the NAACP and the ACLU of Texas argued the reductions would disproportionately affect voters of color in majority-minority areas of Fort Worth and Arlington.
