Around 3,500 PKK-linked detainees are expected to be released in an initial phase, representing roughly one-third of those held in Turkish prisons on related charges. Militants convicted of intentional killings and those sentenced to life terms before 2005 are excluded.

The bill does not address the status of jailed PKK founder Abdullah Ocalan, 77, who has been held on Imrali island since 1999. Turkey's vice president said Ocalan's case "does not fall within the scope of this law" but added he could remain "in a position to contribute to the peace process."
