Peru's disaster response system is a structural mess — agencies like CENEPRED, Firefighters and SAMU all operate under different ministries with incompatible communications systems. Dismantling Civil Defense to create CENEPRED was a serious mistake that left the country fragmented and unprepared. With El Niño approaching, a unified command-and-communications system isn't optional anymore.

The Peruvian government moved fast after the Junín earthquakes, deploying the Cabinet Chief and Defense Minister directly to the region with blankets, tents and food for displaced families. President Balcazar announced an urgency decree for Chupaca province to unlock resources for infrastructure repairs and relief efforts. That's the kind of coordinated response that gets aid where it's needed.
