The Venezuela operation crossed unmistakably into war without congressional authorization, violating the Constitution's clear mandate that only Congress can declare war. Trump's own statements about running Venezuela for years and seizing its oil prove this goes far beyond any law enforcement action, making congressional oversight absolutely essential.
