Trump and his allies are misinterpreting this ruling. While the panel found the financial penalty against Trump was too severe, the court clearly affirmed that he committed fraud for years by inflating and James acted lawfully to protect New York's financial markets. Although it appears he's going to escape accountability, Trump could still face punishment on appeal.
