In May, U.S. District Judge Susan Illston blocked the "reductions in force" pending further litigation, ruling that Trump overstepped the bounds of presidential power. Such agency restructuring was only licit when "authorized by Congress," Illston wrote.

The layoffs affect over 19 agencies and departments, including the Departments of Commerce, Labor, Treasury, and Veterans Affairs, as well as the Environmental Protection Agency and National Science Foundation.
