Poverty, lack of opportunities, and absent state institutions drive minors into criminal groups that exploit their vulnerability. These kids need protection and rehabilitation, not adult prison sentences.

Petro's trying to romanticize a would-be assassin by calling him just "a 14-year-old boy" when he deliberately learned to use weapons and kill.
