Western allies have tried the diplomatic approach but it's clear that Russian President Vladimir Putin sees talking as a sign of weakness. It's clear that he wants the fighting to continue, hence this lifting of restrictions has been made so that Ukraine can better defend itself.
This is a dangerous move from Western nations. If such a decision is confirmed, it will undermine Russia's aspirations of reaching a negotiated political settlement in the conflict. Europe risks extending, and perhaps even intensifying the situation.
