Western allies have tried the diplomatic approach but it's clear that Russian President Vladimir Putin sees talking as a sign of weakness. It's clear that he wants the fighting to continue so this lifting of restrictions has been made so Ukraine can better defend itself.
This is a dangerous move from Western countries. If such a decision is confirmed, it undermines Russia's aspirations of reaching a negotiated political settlement in the conflict.
