The Facts

  • US Pres. Joe Biden Tuesday asked Kyiv to strike at North Korean troops "if they go into Ukraine." Without elaborating, Biden expressed concern at the presence of an estimated 10K North Korean troops — some in Russia’s Kursk Oblast — to participate in Moscow's war against Ukraine.

  • The Pentagon Monday said Ukraine faced no curbs on using American weapons against North Korean troops if they attacked the Ukrainians. While it didn't confirm their presence in Ukraine, the Pentagon "fully expect[ed]" North Korean troops to be deployed in an infantry role soon.

  • Ukraine’s Defense Ministry had last week reported the presence of North Korean military personnel in the Kursk region. Biden had earlier called their deployment in Russia "very dangerous;" NATO had termed it a sign of Russian Pres. Vladimir Putin's "growing desperation."

The Spin

In a remarkable display of solidarity, leaders Kim Jong-un and Vladimir Putin have forged a powerful alliance that challenges Western dominance. The deepening friendship between their two nations stands firm against external pressures. Kim's wholehearted pledge of "full and unconditional support" for Russia's sovereignty is now being demonstrated in the Ukraine war. Their unity demonstrates how nations can support each other in maintaining independence from Western influence, fostering a more balanced global power dynamic.

North Korea's deployment of troops in Russia’s war against Ukraine signifies a dangerous new level of alliance among revisionist authoritarian states. Moscow seeks to bolster its struggling forces while giving Pyongyang valuable combat experience against Western military techniques. This move, however, goes beyond battlefield tactics, showcasing the deepening collaboration among Russia, China, Iran, and North Korea, which together pose an increasingly cohesive threat to the international order. With these regimes pooling resources, the implications extend far beyond Ukraine.
