Canada tells of China-linked ‘spamouflage’ blitz on MPs’ social media

Canadian Prime Minister Justin Trudeau's Government was made aware of "hostile activity by state actors" (HASA) towards the country over two years ago, according to Canada's foreign interference inquiry hearing on Monday.

A summary letter of a Memorandum to Cabinet (MC) released by the inquiry shows that the Canadian Government was told in May 2022 that HASA was "one of the greatest threats to Canada's national security," and had witnessed "an increase in volume and complexity in recent years."

The MC summary also directly alleges China, Russia, Saudi Arabia, and Iran as states engaging in activities such as espionage, foreign interference, disinformation, sabotage, intellectual property theft, coercion, and malicious cyber activity.

The MC summary, alongside three others from 2018, 2019, and 2021 were entered into evidence following a new agreement between the Canadian government and the inquiry to grant "unprecedented [public]access" following "extensive discussions."

The Canadian Government announced a public inquiry into foreign interference linked to its past two federal elections in Sept. 2023. This is separate to a Commissioner of Canada Elections (CCE) inquiry which concluded last month that China did not break any laws attempting to influence Canada's 2021 election.

An initial report by the public inquiry in May this year found the outcomes of the last two election cycles were not affected despite evidence of foreign interference.
