UN Special Envoy to Syria Geir Pedersen told the Security Council on Monday that the threat of violence from the Islamic State (IS)  group is "resurging," as the 13-year-long civil war in the country continues to drag on.

Pederson warned that "conflict, complexity and division" still reigned in Syria, and that the risk of violent escalation is "undiminished." Pederson cited  Israeli airstrikes in Syria and a potential escalation of their conflict with Lebanon as grounds for concern.

Director of the Office for the Coordination of Humanitarian Affairs’ (OCHA) Coordination Division, Ramesh Rajasingham told the Security Council that 16M need humanitarian assistance and that 7.2M remain displaced, with women and children being the most affected.

Rajasingham says that only 20% of the $4B goal for humanitarian aid in Syria in 2024 has been met and that the humanitarian situation is at its worst "since the start of the conflict." 900K in rebel-held areas of northern Syria lack proper sanitation and clean war, Rajasingham says.

In regards to nations hosting Syrian refugees, Pedersen says that "even more" must be done to support them and combat anti-refuge sentiment. In light of the situation in Syria, Pedersen says that countries must support refugees who do not return voluntarily.

Syrian Ambassador Qusay al-Dahhak said that conditions remain dire due to "hostile positions" taken by Western countries that he says amounts to violations of international law, as well as through "politicizing humanitarian and development work."
