On the final leg of his two-country Asia tour, Russian President Vladimir Putin arrived in Vietnam on Thursday to strengthen long-standing ties with the Southeast Asian country after concluding a defense pact with North Korea.

After Vietnam's President To Lam complimented Putin on his re-election praising Russia's "domestic political stability" and other achievements Putin noted that reinforcing a comprehensive strategic partnership with Vietnam is a Russian priority.

Following the talks, Putin said that both countries expressed interest in creating a "regional security architecture" based on the principles of international law, sovereignty, and non-interference in the internal affairs of other nations.

Putin expressed his respect for the regional Association of Southeast Asian Nations bloc, in which he said Hanoi plays a key role. Vietnam is the third country after China and North Korea that Putin visits following his re-election to a fifth term in May.

According to Putin, "all key issues in the development of our bilateral relations" will be discussed during his visit and also invited Vietnamese counterpart To Lam to the celebrations marking the 80th anniversary of Victory Day in Moscow next year.

Both sides reportedly signed deals covering continued cooperation in education, science, and technology, as well as oil and gas exploration and health, and also agreed on a roadmap for a Vietnamese nuclear science and technology center.

The US embassy in Hanoi criticized Vietnam for Putin's visit, calling it "a platform to promote his war of aggression" in Ukraine and to "normalize his atrocities." Putin is also set to meet the Communist Party leader Nguyen Phu Trong, and PM Pham Minh Chinh.

Putin's two-day visit is his fifth presidential trip to Vietnam and coincides with the 30th anniversary of the bilateral Treaty on the Principles of Friendly Relations. The visit aims to expand relations in areas ranging from energy and industry to technology and security.
